The Regulations was contrived by the Edo State Government on the 30 of March 2020. The regulations is made pursuant to the Public Health Law of Western Region of 1959 and section 8 of the Quarantine Act cap Q2 LFN 2004. It grants the state government powers over potentially infected persons, the power to restrict movements within, in and out of the state, the powers to restrict the gathering of persons to a specific number including religious gatherings, motor parks and vehicles.

The Regulations also empowers the governor to make orders regarding- the conduct of trade and commercial activities, the closure of public, educational, vocational institutions within the area, food, drugs and other essential supply chain (the hoarding and manipulation of same), the transportation, storage and the disposal of the remains of infected persons, the prohibition of the transmission of false information and offences, amongst other salient orders. It also gives the governor omnibus powers to make incidental orders.
